Admin verification

Admin Verification is the recommended path for most developers. It uses your government-issued ID to confirm your identity and is typically the fastest way to complete verification.

How we verify your identity

We selected Persona Identities as our verification partner based on the strength of their technology, privacy controls, and security safeguards.

What you’ll need

Before you start, have these ready:
  • A valid government-issued photo ID: the physical document, in hand
  • A phone with a camera: you may be asked to take a live selfie
  • A few minutes: verification typically takes under two minutes

Accepted ID types

We accept original, physical government-issued photo IDs from most countries. Common examples include:
  • Passport
  • Driver’s license or state or provincial ID card
  • National identity card
Your ID must be issued by a government, legible, undamaged, and include a photo of you.
We do not accept:
  • Photocopies, screenshots, scans, or photos of a photo
  • Digital or mobile IDs, such as mobile driver’s licenses
  • Non-government IDs, such as student IDs, employee badges, library cards, or bank cards
  • Temporary paper IDs

Verify as an admin

  1. Open your browser and navigate to the Developer Dashboard.
  2. From the left-side navigation, click Org Verification.
  3. Scroll down and click Add myself under Admin verification.
  4. Read the Responsible party agreement. This confirms that you are authorized to represent your organization and can receive communications on its behalf. If you agree, click I agree, and then Continue.
  5. Click Start verification. You will be redirected to Meta’s identity verification portal to complete the process.

Verification limits

As an admin, you can verify up to five organizations at a time. If you have reached the limit and need to verify another organization, consider the following options:
  • Remove existing verification: You can remove your admin verification for one of your current organizations.
  • Use business verification: You can use business verification to verify the new organization.
  • Get help from another admin: You can ask another admin to verify the organization.

If your verification fails

Verification can fail for a number of reasons: a blurry photo, an unreadable document, an expired ID, or a technical issue.
If your verification is unsuccessful:
  • Try again: You have multiple attempts within the verification flow. Most failures are resolved by retaking the photo in better lighting or by using a different government-issued photo ID.
  • Check your document: Make sure your ID is undamaged and legible.
  • Check your account details: Make sure the name and date of birth on your Meta account match your ID. See If your ID does not match your account details.
  • Contact us: If you have used your attempts and still cannot verify, reach out through the Meta Horizon developer support form and we will take a look.

If your ID does not match your account details

Verification fails when the name or date of birth on your photo ID does not match the details on your Meta account. Update your account details to match your ID, and then start verification again.

Update your name

Update the first name and last name on your Meta account so that they match your photo ID. For the steps, see How to change your name on your Meta account.
There is a limit on how often you can change your name. If you have changed it recently, you wait before you can change it again.

Update your date of birth

  1. Go to Accounts Center, or open Accounts Center in your headset.
  2. Go to Personal details > Birthday.
  3. Edit your birthday to match your photo ID.
You can change your date of birth up to four times over the life of your account, and you wait one week between changes. Changing it back to a date you used before does not count against the limit. Once you reach the limit, you can no longer change your date of birth from Accounts Center, so enter the date on your ID the first time.

How your data is protected

We know that handing over an ID is a meaningful ask, and we have designed this process to protect your information at every step.
  • Meta is the data controller for your verification data. That means we set the rules for how it is used and how long it is kept. Persona processes it on our behalf, under our instructions.
  • Your ID and selfie are collected and held by Persona, not on Meta’s systems. Meta can access verification records through Persona’s platform when needed, for example to review an appeal, but we do not copy or store those images ourselves.
  • Persona is contractually limited in how they can use your data: only to provide and support verification, and to improve their ability to prevent fraud. They are bound to protect it with industry-standard security controls and to delete it in line with the retention limits we have set and applicable law.
  • All data passing through and to Persona is encrypted in transit and at rest.

What we do not do

  • We do not use your identity data to train our models. Verification data is used solely to confirm who you are and to meet our legal and safety obligations.
  • We do not collect more than we need. We ask for the minimum information required to verify your identity.
  • We do not share your identity data with anyone else. Verification data stays between you, Persona, and Meta, except where we are legally required to respond to valid legal processes. Your verification data is never shared with third parties for marketing, advertising, or any purpose unrelated to verification and compliance.
