Meta Horizon+ has grown into a program which spotlights high-quality apps that
are loved by the Quest community and it provides 3 core benefits for developers:
Reach - Meta Horizon+ can help make apps easier to discover
Engagement - Meta Horizon+ can help drive players into apps
Monetization - Meta Horizon+ introduces a net new revenue stream
Besides these, apps may see additional positive effects from being included in
Meta Horizon+, such as increased player concurrency, growth in sales of in-app
purchases and/or affiliated content, and increased awareness from marketing
opportunities derived from being in the program.

12 months or more since the app last participated in Meta Horizon+
Indie Catalog
Be a paid app on the Horizon Store
6 months or more since first published in the Horizon Store
Have at least 50 monthly active users
Have a 4-star rating or higher in the Horizon Store
Have 10 reviews or more in the Meta Horizon Store
Average between $50 and $5,000 USD monthly revenue from base game sales in the Meta Horizon Store over the last 90 days
12 months or more since the app last participated in Meta Horizon+
If your app meets the eligibility requirements, you can submit an interest form by clicking on the “Get Started” button on the Meta Horizon+ Introduction page, under the ‘Monetization’ section of your Developer Dashboard.
Application Process
If eligible and interested, click on the ‘Get Started’ button on the Meta Horizon+ Introduction page, within the ‘Monetization’ section of your Developer Dashboard. Only the app administrator will be able to see the Meta Horizon+ introduction page and complete the interest form.
Complete the Interest Form: Fill out the contact details of the person in your organization who’s best suited to discuss additional program details. This person may be someone other than the app admin and can be contacted by the Meta Horizon+ team in case discussion of additional program details is required.
Provide Additional Information: Share any other relevant information about your app, such as upcoming game updates or marketing opportunities.
Share Your Preferred Start Date: Select the preferred time window for when your app will be ready and available to join Meta Horizon+. Please note that if your preferred start date is available, this will become your official start date in Meta Horizon+. If your preferred start date is not available or you were only able to provide a broad time window, the Meta Horizon+ team will contact you to discuss a start date.
After you submit the interest form, the Meta Horizon+ team will review your application and contact you via email to inform you whether an introductory call is merited, or if your app is not selected at this time.
You can only fill out an interest form if your app meets all of the eligibility requirements. Eligibility does not guarantee placement into Meta Horizon+.
Program Details
Meta Horizon+ is composed of 3 core offerings, which eligible game developers can submit their interest for: monthly titles, games catalog and indie catalog. Additionally, all developers in the Store can participate in the ‘exclusive deals’ shelf of Meta Horizon+.
Monthly Titles
Every month, this program makes 2 apps available for subscribers to redeem as subscription entitlements. Subscribers have access to these apps as long as they redeemed them during the app’s participation month and maintain an active Meta Horizon+ subscription.
Time Commitment: The time commitment is one month. Apps that are monthly titles are eligible to participate in Meta Horizon+ again, 12 months after their last participation month.
Compensation: There’s a one-time payment, based on the number of subscribers during participation month and the app’s historical performance in the Horizon Store.
Games Catalog
The games catalog is a curated catalog of apps, which subscribers can redeem and play as long as the app remains in the catalog and the user has an active Meta Horizon+ subscription
Time Commitment: It’s a 3-12 months commitment
Compensation: Apps receive a share of Meta Horizon+ subscription revenue based on game performance during their participation period.
Indie Catalog (Beta)
The indie catalog is a new beta offering. It’s also a curated list of apps, but exclusively spotlights emerging apps and hidden gems which haven’t been broken into the Store’s top selling charts. Like the games catalog, subscribers can redeem and play these apps as long as the app remains in the catalog and the user has an active Meta Horizon+ subscription
Time Commitment: It’s a 3-month commitment with the possibility of extending beyond.
Compensation: Apps receive a share of Meta Horizon+ subscription revenue based on game performance during their participation period.
Eligibility: Only emerging apps with low to moderate revenue are eligible to apply to the indie catalog. See Eligibility Criteria below for more information.
Exclusive Deals
These are discounts on base price available exclusively to Meta Horizon+ paying subscribers. Learn how you can create Meta Horizon+ exclusive deals via the Developer Dashboard. If you want to add an exclusive deal, which is not enabled through the developer dashboard tooling, you’ll need to contact the Meta Horizon+ team through the contact form enabled for eligible apps.
Time Commitment: Whatever duration the developer sets on the Promotions tab of the developer dashboard or communicates to the Meta Horizon+ team will be the time commitment.
Compensation: The same compensation terms as in the Horizon Store apply to Meta Horizon+ exclusive deals.

Selection Process
After submitting your interest form, the Meta Horizon+ team will review your app and contact you via email to discuss next steps. When evaluating an app, we consider factors such as genre and sub-genre, engagement metrics, Store revenue, and player feedback.
If your app is selected for the monthly titles program or the games catalog, the Meta Horizon+ team will contact you through the provided email address to set up an introductory call, in which you’ll discuss additional details about potential inclusion, including what the best Meta Horizon+ program is for your app, potential timelines and compensation.
If your app is selected for the indie catalog you will be prompted to review Meta Horizon+ online terms and conditions. If you agree to the terms, you will be enrolled and the Meta Horizon+ section of the Developer Dashboard will be updated with important information including a link to the terms and conditions, your start date in the program, as well as details on how to request removal of your game from the indie catalog.
If your app is not initially selected for Meta Horizon+ inclusion after submitting your interest form, you’ll be able to apply once again in 6 months if the app continues to meet our eligibility criteria. Please ensure your app is working properly and meets Meta’s distinct Policy Guidelines and the Virtual Reality Check Guidelines.
Common Reasons for Non-Selection
We currently don’t share detailed feedback on why an app was not initially selected for Meta Horizon+, however the most common causes include:
No openings for additional apps within the selected time window or program
Genre or sub-genre saturation within Meta Horizon+
Low retention metrics or poor recent reviews
Significant moderation challenges or community standards issues
Crashes, bugs, or poor object interactions
Unnecessary tutorials or unskippable storylines

Ensure Your App Meets Virtual Reality Checks
Apps submitted to the Meta Horizon Store must meet a variety of Virtual Reality Checks (VRCs) involving functionality, performance, security, accessibility, and more to be approved for distribution. Meeting all VRCs will help improve visibility and strengthen trust between you and your app’s users, while also helping to ensure an enjoyable experience for everyone.
Update Your App’s Metadata
Metadata includes descriptions, creative assets, keywords, and other categorical labels regarding your app. Updating your app’s metadata helps to ensure your app is discoverable and can easily be found when users browse and search for app experiences in the Store. You can update your app’s metadata within the Developer Dashboard, and additional features such as A/B testing can help you measure asset performance to get better engagement and sales from your app’s Product Details Page (PDP). Promote Your App in the Meta Horizon Store
Whether the goal is to build a business, create a community, test and experiment with new apps, or get feedback on new ideas, you control how your app is distributed. Apps are shareable via a URL and Meta Platform Technologies Keys, and are discoverable through search. Apps are visible in friends activity such as the “Popular With Friends” feed. Meta curates apps to promote across the Meta Horizon Store for placement in banners, shelves, and other highlighted locations.

To improve moderation and raise community standards in their app, developers can establish clear community guidelines and terms of service, and implement tools such as reporting mechanisms and moderation APIs to help manage user behavior.
