Distribution in South Korea

This policy topic outline the following:
- GRAC Ratings: South Korea’s Game Rating and Administrator Committee (GRAC) requires all playable builds to have a GRAC rating.
- Game Industry Promotion Act: Games that offer “probabilistic items” must comply with required disclosures related to these elements.
- Games-as-a-Service (GaaS): GaaS products must meet additional GRAC requirements.
GRAC ratings requirements
To distribute products on the Meta Horizon Store in South Korea, the following requirements must be met:
- Your app must be rated by South Korea’s Game Rating and Administrator Committee (GRAC). You can obtain ratings directly through the Developer Dashboard, in the Submission Info > Content Ratings section.
- Meta Platforms Technologies is an authorized GRAC self-rating authority, which means games that receive an IARC certificate through Meta Platform Technologies also receive a GRAC rating automatically.
- GRAC ratings are required for all playable builds available to the public, including demo, beta, and test builds. However, a GRAC rating is not required during a pre-purchase period that does not include a playable build. To invite users residing in South Korea to a private release channel build, the users must be at least 18 years old and your app must have a non-mature GRAC rating.
South Korea’s Game Industry Promotion Act requires any product that includes an element of randomization purchased during gameplay to make disclosures related to these elements. For example, this includes a random loot box or random item enhancement mechanic.

As a part of anti-addiction measures for PC and console games in South Korea, the South Korean government enforces a set of requirements for games-as-a-service (GaaS). A GaaS product discloses game content and messages through the internet.
The requirements are as follows:
- Implement Real ID verification
- Display the anti-addiction message in-game
- Display the GRAC rating in-game
- Implement a parent controls system
- Implement a spending limit
