The issue involves the inability to enable Developer Mode on a Meta Quest 3S headset. When attempting to toggle Developer Mode using the Meta Horizon mobile app, an 'Unexpected Error' is displayed, indicating that the headset should be on Wi-Fi and updated. The Meta Quest Developer Hub also fails to enable Developer Mode, showing an 'Unable to enable developer mode' error. Despite being detected by the PC via Bluetooth, the device appears as 'Unauthorized' or 'Off' in ADB. The issue persists even after completing account verification, setting up the developer organization, and ensuring that both the mobile app and Quest 3S OS are on the latest public versions. Multiple USB cables have been tested, and the devices are connected to the same 5GHz Wi-Fi network. This issue blocks local builds and testing with Unity/ADB.
