ovr_MicrophoneAvailabilityState_GetMicrophoneAvailable Function

A boolean indicates whether the microphone is currently available or not. If there is any update on the microphone availability, it will be retrieved as a notification using ovrMessage_Notification_Voip_MicrophoneAvailabilityStateUpdate.
